This survey is approved for use through 6/93. The survey fulfills conference report language recommending follow-up on the 1975 NCHS study. The conference report, however, suggests that AHCPR conduct a study to evaluate how comprehensive hospital information systems can affect "cost control, nursing shortages, liability, and other quality of care issues." It is unclear whether: 1) this study has been designe to evaluate these considerations; and 2) whether the 1975 survey desig anticipated these areas of analysis and would allow for such an analysis. This instrument is cleared with the understanding that it may serve only as a case study and may allow AHCPR to evaluate changes in satisfaction over time. The survey results, however, are not generalizable to all hospitals and health information systems (HISs). addition, as AHCPR admits, this effort fails to control for the significant changes in the last decade in the structure of the health care industry, investment/financial relationships, and service delivery systems. An effective HIS must link ambulatory with institu tional health care settings. Finally, no later than 6/93, AHCPR must brief OMB on potential broader research that can be conducted to accurately describe and evaluate computerization in health care settings. In the course of such research, AHCPR would need to identif uniform organizational, financial, and patient outcomes that reflect enhanced health care delivery and efficient information systems.
