This information
collection is approved in concept only for three months. The
development of this APR appears premature in the absence of final
program regulations. The report is burdensome to grantees and HUD
has not adequately justified the need for information. Per
discussion with James Forsberg on 1/12/93, HUD will be making
additional revisions to the APR and has agreed to publish a draft
for public comment when it is ready. This publication will follow
the publication of the final program rules for the Shelter Plus
Care Program which is expected by early February 1993. HUD does not
have OMB approval to distribute the APR for completion. This
approval only reflects agreement that an annual report will be
useful for program management.

ANNUAL PROGRAM REPORTS TO HUD FROM
STATE AND LOCAL GOVERNMENTS AND INDIAN TRIBES WHO HAVE RECEIVED
GRANT FUNDING FROM THESHELTER PLUS CARE PROGRAM. THESE REPORTS
PROVIDE INFORMATION NECESSARY FOR PROGRAM MONITORING AND
EVALUATION.
