Terms of Clearance: This data collection is approved for one year on condition that the Bureau of the Census 1) develop a coordinated plan to deal with the ve low coverage of this survey and submit this plan for review at least three months prior to the expiration of this approval, and 2) conduct such analyses as are necessary and prepare a report addressing issues arising from the evaluation of this survey under Statistical Policy Directive #3. The specific issues to be covered will be conveyed in a separate letter, and the report should be submitted to OMB within six months.
