ADMINISTRATORS SO THAT PBGC MAY DETERMINE IF IT NEED INSTITUTE
PROCEEDINGS TO TERMINATE THE PLAN AND THEREBY ENSURE PAYMENT OF
PARTICIPANTS' BENEFITS AND GUARD AGAINST UNREASONABLE LOSS TO THE
INSURANCE PROGRAM.
