This generic
approval establishes a presumption that these program evaluation
instruments meet the requirements of the Paperwork Reductio Act.
This clearance eliminates the need for formal submission of each
questionaire to OMB. However, all surveys shall be informally
submitt to OMB for review and approval including a brief discussion
of the practical utility of the evaluation project and estimated
burden. OMB review of individual surveys is expected to be prompt
(less than ten calendar days). OMB retains the prerogative to
require modification o disapproval of instruments in individual
cases based on the general requirements of 5 CFR 1320.4.

GET INFORMATION ON STATE IMPLEMENTATION OF ENVIRONMENTAL PROGRAMS.
EPA WILL USE THE SURVEY RESULTS TO MAKE JUDGMENTS ABOUT THE
EFFECTIVENSSS AND EFFICIENCY OF STATE PROGRAMS AND TO IDENTIFY WAYS
TO STRENGTHEN THEM. STATE PARTICIPATION IN THESE SURVEYS WILL BE
VOLUNTARY.
