This ICR is
approved for three years under the condition that EPA subm to OMB
for review and approval the draft guidance (1994 and 1996) that
will describe the respondents' obligations in preparing its 305(b)
reports prior to its release to the respondents. OMB's review of
these guidances is expected to be prompt (less than fifteen
calendar days). OMB retains the prerogative to the require
modification to the guidance based on the general requirements of 5
CFR 1320.4.

RESPONDENTS (50 STATES, THE DISTRICT
OF COLUMBIA, 5 TERRITORIES, AND 2 RIVER BASIN COMMISSIONS) SUBMIT
BIENNIAL REPORTS TO EPA DESCRIBING THEIR WATER QUALITY AND
IDENTIFYING WATER QUALITY-LIMITED WATERS NEEDI TOTAL MAXIMUM DAILY
LOADS. THESE REPORTS PROVIDE THE PRINCIPAL INFORMATION SOURCE FOR
ASSESSING NATIONAL ATTAINMENT OF THE CLEAN WATE ACT GOALS REQUIRED
IN EPA'S BIENNIAL REPORT TO CONGRESS.
