Abstract: EACH STATE IS REQUIRED TO SUBMIT ANNUALLY A CERTIFICATION OF SPEED LIMIT ENFORCEMENT THAT MUST INCLUDE A FIGURE FOR THE PERCENT OF VEHICLES EXCEEDING 55 MILES PER HOUR. THE DATA IS USED TO JUDGE THE EFFECTIVENESS OF THE STATE'S EFFORT.
