THE INFORMATION TO BE COLLECTED UNDER
THESE REGULATIONS ARE NECESSARY TO IMPLEMENT THE PERMITTING,
ALLOWANCE SYSTEM, AND EMISSIONS MONITORIN REQUIREMENTS OF THE ACID
RAIN PROVISIONS OF THE CAAA. AFFECTED PARTIE ARE LIKELY TO INCLUDE
ELECTRICITY GENERATORS AND OTHER PERSONS.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies

1320.8(b)(3).
