This information
collection is approved through 12-93 under the following condition:
As agreed to by the Agency, during the focus groups with the
children, the interviewers will only ask the children to divide up
the pictures once, between participants and non- participants.
Further questioning about the difference bewteen subsidized and
non-subsidized participation will be verbal only and will not
involve the use of the pictures.

INFORMATION IS REQUIRED TO IDENTIFY
THE REASONS FOR NON-APPLICATION FO AND NON-PARTICIPATION IN THE
SCHOOL MEAL PROGRAMS. THIS INFORMATION WILL BE USED TO IDENTIFY
POSSIBLE BARRIERS TO PARTICIPATION AMONG ELIGIBLE STUDENTS.
PROPOSED DATA COLLECTION ACTIVITIES INCLUDE FOCUS GROUPS WITH
STUDENTS AND PARENTS IN 4 SCHOOL DISTRICTS.
