Abstract: RESPONDENTS ARE WOODSY OWL MERCHANDISE LICENSEES. THEY REPORT SALES QUANTITIES AND VALUE OF LICENSED WOODSY OWL MERCHANDISE QUARTERLY. TH INFORMATION IS USED TO BILL LICENSEES FOR ROYALTY FEES DUE AND DETERMI WHETHER LICENSEES MEET GUARANTEED QUANTITY OBJECTIVES OF MERCHANDISE DISTRIBUTED TO THE PUBLIC. IF NOT COLLECTED, THE FOREST SERVICE WOULD NOT BE ABLE TO COLLECT ROYALTY FEES DUE.
