Terms of Clearance: Approved on the condition that ED provide a justification of how sampling of 12 guarantee agencies will produce data that can be generalized to all GAs. This justification shall explain how the 12 G were selected, and why 12 GAs represents a sufficient number.ED shall also ask GAs to report their method of sampling loans within their portfolio, since improper sampling by GAs would negatively impact the data quality. These conditions are necessary to ensure that the data collected are statistically valid and have practical utility; accordingly, ED shall provide OMB with this information prior to maili these instructions to GAs.
