RULE WILL PROMULGATE CHEMICAL-SPECIFIC
CRITERIA FOR TOXICS AS REQUIRED BY CWA SECTION 303(C)(2)(B). THIS
RULE WILL NOT DIRECTLY AFFECT THE INFORMATION COLLECTION BURDEN ON
THE RESPONDENTS (STATES). RATHER, TH RULE WILL RESULT IN INDIRECT
COSTS BY PROVIDING STATES WITH ADDITIONAL INCENTIVE TO ADOPT THE
REQUIRED CRITERIA AND HAVE EPA WITHDRAW FEDERAL CRITERIA.
On behalf of this Federal agency, I certify that
the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
