This information
collection request for the 1993 Hazardous Waste Biennial Report is
disapproved. This ICR unnecessarily duplicates information
available from other sources, specifically RCRA hazardous waste
permits, and therefore is contrary to the requirements of 5 CFR
1320.4(b)(2). Many reporting requirements--such as the "point of
measurement" question--also are likely to elicit ambiguous data and
th lacks practical utility as defined in 5 CFR 1320.7(o). In
addition, b proposing to conduct a partial census instead of
surveying respondents EPA has failed to select the least burdensome
approach to gather certa data (as required by 5 CFR 1320.4(b)(1)).
Finally, EPA has failed to 1991 Biennial Report ICR prior to
seeking OMB approval for this ICR. comply with the applicable terms
of clearance associated with the 1991

INSTRUCTIONS AND EXAMPLES TO REFLECT FEEDBACK FROM THE RESPONDENT
COMMUNITY. THE BURDEN ESTIMATE HAS BEEN PROPOSED PRIMARILY DUE TO
ADJUSTMENTS IN DERIVING THE VARIOUS ESTIMATE AND EXPERIENCE WITH
THE ESSENTIALLY IDENTICAL 1991 REPORT PACKAGE.
