In accordance
with the Paperwork Reduction Act of 1980, as amended, an 5 CFR
1320, this information collection request is approved for use
through September 30, 1995, with several exceptions. In Part 4,
"Visitor Information," question number 3 asks respondents to
indicate their race or ethnic group. This question is approved if
it is amende to comply with OMB Statistical Policy Direction No.
15, which indicate the appropriate form of this question. In two
additional places, the interviewer is asked to observe the racial
or ethnic identity of a respondent ("Additional Data To Record By
Observation Following Inter- view, " No. 3; "Refusal Sheet," No.
4). These two data items are not approved. The agency has not
adequately justified their practical utility; in particular, it is
not clear that an interviewer would be capable of making such
distinctions accurately enough to yield useable data. In addition,
the format of these items does not conform to OMB Statistical
Policy Director No. 15.
