Abstract: UNDER 25 CFR 901.140, TROUBLED AND MOD-TROUBLED PHAS ARE REQUIRED TO EXECUTE MEMORANDA OF AGREEMENT (MOA) WITH HUD AND SUBMIT MOA QUARTERLY REPORTS. A PHA THAT IS NOT TROUBLED OR MOD-TROUBLED, BUT FAILS ONE OR MORE PHMAP INDICATORS, IS REQUIRED UNDER 24 CFR 901.145 TO SUBMIT AN IMPROVEMENT PLAN (IP) AND IP QUARTERLY REPORTS. THESE FORMS RESPOND TO THE ABOVE MENTIONED REGULATORY REQUIREMENTS.
