This ICR for test rule program under TSCA Section 4 is approved. EPA should report annually to OMB the total annual burden from the test rules and consent orders issued. OMB reserves the authority to review under the Paperwork Reduction Act any highly unusual testing requirements but expects to conduct separate reviews rarely, if at all EPA has done a good job explaining the methodology for calculating testing burden from laboratory testing costs.
