Abstract: RISKS ASSOCIATED WITH THE SPILL OF OIL FROM BULK PACKAGINGS ARE SUFFICIENTLY SERIOUS TO REQUIRE DEVELOPMENT OF RESPONSE PLANS THAT MAY BE IMPLEMENTED IN A TIMELY FASHION. THIS REQUIREMENT APPLIES TO ALL CARRIERS THAT TRANSPORT OIL IN BULK PACKAGINGS.
