Terms of Clearance: This information collection is approved through December 31, 1993. The OMB approval is for less than 3 years because HUD failed to obtain OMB approval of the paperwork requirements for this program prior to their publication in the program's funding announcement. HUD should obtain OMB approval for paperwork requirements prior to the publicatio of funding announcement as a general rule. The March 1993 publication f the funding announcement reflect revisions to the application proces based on concerns about the burdensome and appropriateness of some of e information collection requirements. OMB continues to believe that the existing applications are burdensome. In publishing its notice to he public providing the OMB approval number, HUD must specifically instruct the public to submit comments to HUD and OMB on the burden as ciated with the applications. Upon its next submission, HUD will resp d to any comment received, explain more fully the nature of its consul tions with affected groups as specified in item #9 of the supporting s tement and any concerns raised and how they were addressed by HUD, and specifically justify the extensive resident consultation requirements. OMB approval will not be extend unless HUD seeks such approval pri the issuance of the next funding announcement.
