EXPORTERS ARE URGED TO SUBMIT DATA REGARDING THE FOREIGN PRODUCT'S TECHNICAL CHARACTERISTICS AND THE AVAILABILITY OF THESE PRODUCTS IN FOREIGN MARKETS TO DETERMINE IF SIMILAR U.S. PRODUCTS SHOULD BE DECONTROLLED.
