7/12/93 and 7/16/93. As OMB and DOL discussed on 7/12, approval is
limited to the site visit protocols and exit interviews only;
burden h not been recorded for the SDA mail surveyand fall
follow-up interviews DOL shall submit revised instruments for those
two components of the evaluation as soon as possible, along with an
inventory correction worksheet so that the overall burden hours of
the evaluation will reflect these two activities. With respect to
this clearance, DOL agreed to thefollowing conditions: -- DOL shall
collect appropriate information to assess program quality as
indicated by changes in the connection that participating youths ha
with the labor force and the value of work, and by the impact of
the program on employers. -- DOL shall not establish evaluation
goals and related data elements the issues of "displacement" and
"community cohesiveness," as data on these subjects would have
limited usefulness for determining outcomes. -- DOL shall collect
information that allows for a determination of which parts of the
program are most cost-effective, from the perspecti of local
program operators. -- DOL shall validate any conclusion about
overall program effects wit generalizable statistical data.
