Terms of Clearance: Approved asamended by ED's 9/23/93 memorandum to OMB. In addition, ED has agreed to the follwing conditions: -- Several components of this study will not be generalizable to the relevant population. Any published reports or analyses of findings fr the study shall not generalize conclusions or imply represenation wher data are not sufficient for this purpose. Findings from the site visi can indicate what transpired at these particular sites, and can sugges hypothese for future study. ED shall not aggregate data from the site which would imply that the aggregate data mean something for the Regional Center program. -- Since some of the study components will have high sampling variance ED shall publish standard errors along with its data where appropriate -- ED shall explore the issue of whether technical assistance from the Regional centers was related to assistance from other programs to the maximum extent possible in the study, to increase the usefulness of th data for policy.

Abstract: MAIL AND TELEPHONE SURVEYS AND IN-DEPTH IN-PERSON INTERVIEWS ARE NEEDE TO COLLECT DATA FROM STATE GOVERNMENT STAFF, LOCAL EDUCATION AGENCIES, SCHOOL PERSONNEL, AND COMMUNITY ORGANIZATION STAFF TO EVALUATE THE SERVICES OF THE FIVE REGIONAL CENTERS AUTHORIZED AND FUNDED BY THE DRUG-FREE SCHOOLS AND COMMUNITIES ACT.
