REQUIRES OFFERORS, CONTRACTORS UND FEDERAL CONTRACTS, TO IDENTIFY
SUPPLIES OFFERED THAT THEY DO NOT MANUFACTURE TO WHICH THEY DO NOT
CONTRIBUTE SIGNIFICANT VALUE. THE INFORMATION WILL BE USED TO
DETERMINE IF ITEM COSTS HAVE BEEN DISTORTE THROUGH OVERHEAD COST
ALLOCATION AND WHETHER ITEMS SHOULD BE CONSIDERED FOR BREAKOUT. THE
INFORMATION IS REQUIRED BY PUBLIC LAW
