Abstract: COMMUNICATION AND LANGUAGE WERE IDENTIFIED AS MAJOR BARRIERS TO ENUMERATION FOR A NUMBER OF POPULATION GROUPS, INCLUDING HISPANICS.__F THIS REASON, AND CONSIDERING THE CONTINUING DECLINE OF PRIMARY_RESPONS RATES IN THE PAST SEVERAL CENSUSES, WE ARE PREPARING TO TEST_THE EFFECTIVENESS OF MAKING AVAILABLE SPANISH QUESTIONNAIRES BY MAIL TO AREAS WITH HIGH CONCENTRATIONS OF HISPANICS.
