the follwing conditions to which DOL has agreed: -- DOL will
continue its examination of the most effective mechanism t assess
program outcomes in TAA, including the use of UI wagerecords and/or
a comprehensive study of the program. Key issues to address in this
examination are the relevance of training to the job acquired after
program exit, the cost of training, and employment experiences
(including experiences of a comparison group under a comprehensive
study).The activity shall also reflect any legislative changes to
TAA. -- DOL shall assess the validity and usefulness of the data
collected through the 563 and 9027 forms, through program reviews
over the next two years. This assessment shall include the
reliability of data on training waivers granted under TAA, and
whether quarterly reporting of waivers remains necessary. DOL's
goal will be to seek ways of maximizing the usefulness of the data
collected for program management and policy purposes. The next
clearance request shall report on this assessment. -- Both of the
preceding activities shall include appropriate consultation with
the respondent population. With respect to the firs activity,
tracking program outcomes has become especially important in light
of the recent Inspector General Audit of the TAA program, which
found that program outcomes have not met reemployment or training
goal implied by the underlying statute.
