Abstract: THE CIVIL SPACE EMPLOYEES TESTING ACT OF 1991, PUB. L. 102-195, SEC. 21, 105 STAT. 1616 TO 1619, REQUIRES NASA TO PRESCRIBE REGULATION THAT REQUIRE TESTING OF BOTH NASA EMPLOYEES AND NASA CONTRACTOR EMPLOYEES CONDUCTING SAFETY-SENSITIVE, SECURITY, AND NATIONAL SECURITY FUNCTIONS FOR USE, IN VIOLATION OF LAW OR FEDERAL REGULATIONS, OF ALCOHOL OR A CONTROLLED SUBSTANCE.
