Approved as amended by NSF's 10/18/93 memorandum to OMB. Approval through the end of 1995 will allow NSF to make any necessary revisions to the categories of industrial R&D, consistent with the Adminstration initiative to account for Federal R&D within ten unique sectors. NSF has agreed to submit the following materials for OMB review prior to implementation to ensure practical utility in survey operations: -- The proposal for moving to electronic reporting, which NSF expects submit by early 1994. -- Any revisions to procedures based on the survey of non-respondents, which NSF expects to submit prior to the main surveyconducted in 1995. -- Plans for the cognitive review to be conducted by the Census Bureau which NSF expects to submit by early 1994; NSF shall work with the Census Bureau to ensure that respondents to this study represent a sufficient cross-section of companies to allow for accurate conclusion about how companies interpret survey questions. -- NSF has also agreed to provide OMB with copies of the final forms f this survey when they are printed.
