Approved as amended by NSF's memoranda to OMB of 10/22/93 and 10/25/93 In addition, NSF has agreed to meet the following conditions: -- NSF shall work with the Census Bureau, the agency conducting this survey on NSF's behalf, to implement the field test and main study usi Title 15 of the Census code, rather than Title 13 as proposed. Use of Title 15 will allow NSF greater access to the data, increasing its usefulness for the sponsoring agency. If this change cannot be made i time for the field test to be conducted in a timely fashion, NSF may continue to cite Title 13 as the authority for the field test, but sha work with Census to implement the main study under Title 15. We note that the latter option would be less preferable from a statistical perspective, since the underlying conditions of the field test would differ from those of the main study. -- NSF will develop, and submit for OMB review, a letter indicating NSF's sponsorship of the survey to be sent for non-response follow-up. -- Responses to the field test's open-ended questions shall be precode for the main study, should free responses fit into a structured patter -- The introductory letter to respondents shall inform them that participation in this survey is voluntary.

THIS PILOT SURVEY OF 1000 COMPANIES IS DESIGNED AS A TEST FOR A FULL-SCALE MEASURE SURVEY ON INNOVATION ACTIVITIES IN THE MANUFACTURIN SECTOR. THE PRIMARY FOCUS OF THE PILOT STUDY IS TO TEST PROCEDURES, OPERATIONS, ANALYTICAL METHODOLOGY, AND THE VALIDITY OF THE QUESTIONNAIRE AND THE SURVEY RESPONSE.
