THE PROPOSED REGULATIONS WOULD REQUIRE
VOLUNTEERS AT NIH TO FURNISH INFORMATION ABOUT THEMSELVES AND THE
SERVICES BEING OFFERED TO ENABLE OFFICIALS TO DETERMINE THE
ELIGIBILITY AND QUALIFICATIONS OF THE VOLUNTEERS AND THE
APPROPRIATENESS OF THE SERVICES.
