The FERC Form
16-AT is generically approved for three years for use in the event
of a significant disruption of the supply of natural gas with the
following conditions. In general, Form 16- AT should not be used in
competitive natural gas supply markets that have developed as a
result of Order 626 because pipelines are no longer the sole source
of gas supply information. In fact, EIA Form 191S provides
information on storage data that could be used in an emergency.
Form 16-AT may be used in cases where pipelines continue to be the
sole source of gas supply information. As a result, FERC must
provide OMB sufficient information on the burden and practical
utility of the specific collection prior to the form's use. In
particular, FERC must provide a description of the natural gas
supply market including the number and type of suppliers. FERC
should consider if other sources of information (e.g. EIA 191S) are
sufficient for FERC's purposes. OMB will generally complete its
review of individual justifications within 10 working days. OMB may
seek public comment on individual collections if comments would be
valuable.

INFORMATION FROM PIPELINES DURING NATURAL GAS SUPPLY EMERGENCY TO
ENABLE FERC TO PLAN AMELIORATING ACTIONS.
