Terms of Clearance: Approved with the understanding that: 1) discussion questions under "education" will separate the length of visit from telephone calls whe discussing the adequacy of the time allocated, 2) question 2 under early intervention-compliance" will refer to the "intial contact" and not the "initial visit," 3) the focus group analysis will clearly stat the results represent the opinions only of participants and do not represent the proportion of businesses with new EIN's that find the NEEDS program useful, and 4) IRS will submit a copy of the analysis of the focus group findings to OMB upon completion of the groups.

Abstract: NEW EMPLOYERS IN INDEPENDENCE AND KANSAS CITY, MISSOURI, RECEIVED EDUCATIONAL ASSISTANCE AND AN EARLY INTERVENTION PROGRAM AS A MEANS OF PROMOTING HIGHER LEVELS OF COMPLIANCE. FOCUS GROUP MODERATORS FROM RESEARCH DIVISION WILL CONDUCT FOCUS GROUP INTERVIEWS WITH THESE NEW EMPLOYERS TO SOLICIT THEIR OPINIONS ON THE ASSISTANCE THEY RECEIVED AN THEIR SATISFACTION WITH THE SERVICE.
