Abstract: THE FEDERAL EMERGENCY MANAGEMENT AGENCY (FEMA) REQUIRES THAT COMMUNITIES PARTICIPATING IN THE NATIONAL FLOOD INSURANCE PROGRAM SUBMIT A BIENNIAL REPORT ON PROGRESS MADE IN LOCAL FLOODPLAIN MANAGEMENT. THE USE OF A SIMPLE, STANDARD FORMAT FACILITATES FEMA'S REPORTING OF RESPONSE, THUS ENHANCING THE REPORTS VALUE AS A MANAGEMEN TOOL.
