this random survey of citizens with the following conditions: 1)
Because of the well-documented relationship between income and
health practices, FDA should add a question on personal or family
income to the demographics portion of this questionnaire. 2)
Because this survey will serve as a baseline information collection
wi which to track behavior changes that may accompany new food
labeling formats, FDA should ask the respondent whether or not they
have already purchased products that are labeled according to the
NLEA rule Some products have been re-labeled in advance of the
effective date of the NLEA rules, and this may have some bearing on
the baseline re- sponses. 3) In order to determine the extent of
new labeling format penetration at baseline (commencement of this
survey), FDA should ask manufacturers about the percentage of their
product lines which have already been re-labeled, or FDA should
conduct its own market survey t derive this estimate.

THE STUDY WILL PROVIDE INFORMATION
NEEDED TO ASSESS THE IMPACT OF FOOD LABELING CHANGES MANDATED UNDER
THE NUTRITION LABELING AND EDUCATION ACT OF 1990 AND WILL DELINEATE
KEY CONSUMER EDUCATION ISSUES THAT FDA AND USDA MUST ADDRESS TO
ENSURE THAT CONSUMERS ARE ABLE TO EFFECTIVELY USE THE NEW FOOD
LABELS.
