demonstration project nor this evaluation is mandated by
legislation, the findings of the evaluation will provide new and
usefu information regarding the longer-term effect of a drug
treatment enric ment program within the Job Corps which, in turn,
may be used to modif future center-based drug intervention
services. OMB understands that the goal of the present
demonstration design is t measure the overall effectiveness of the
DTEP program and not the indi vidual components (substance abuse
vs. academic tutoring vs. social activities). However, at the end
of your evaluation analysis, we woul be interested in learning
whether the Agency's plan to analyze indivi- dual DTEP services
yields useful information in determining the relati effectiveness
of specific DTEP components (e.g. enhanced substance abu counseling
vs. academic tutoring). In its final report, SAMSHA staff should
describe methodologies that may support future evaluations of
discrete as well as bundled Job Corps services. Such
recommendations may improve future evaluations performed by other
HHS components and Federal agencies.

CSAT IS SPONSORING A 4-YEAR DRUG
TREATMENT INTERVENTION DEMONSTRATION PROJECT WITH THE U.S.
DEPARTMENT OF LABOR, OFFICE OF THE JOB CORPS. THE DTEP PROJECT HAS
BEEN IMPLEMENTED IN 4 EXPERIMENTAL CENTERS AND DESIGNED AS AN
ENHANCEMENT OF AN EXISTING PROGRAM WITH THE ADDITION OF STAFF. THE
EVALUATION WILL DRAW UPON INFORMATION INTEGRAL TO STUDENT
ASSESSMENT AND THE PROCESS OF PROVIDING STUDENT SERVICES. A
