TO TRIGGER A REQUEST FOR ADVANCES OR A VOLUNTARY REPAYMENT, THE GOVERNOR OR THE PERSON SO DELEGATED BY THE GOVERNOR MUST FORWARD A FORMAL LETTER TO THE SECRETARY OF LABOR.
