is intended to address, regarding the nature of the relationshi
between JWOD participating agencies and small businesses in their
communities, will be answered in part through perceptions of the
JWOD agencies; no small businesses are being surveyed for this
study. The Committee shall indicate this methodology and its effect
on the study findings in any reports or analyses based on the data
collected.

AS PART OF A LARGER STUDY, THE SURVEY
WILL DOCUMENT THE RELATIONSHIP BETWEEN PARTICIPATING NONPROFIT JWOD
AGENCIES AND SMALL BUSINESSES. DATA WILL BE USED TO RESPOND TO
CRITICISM ABOUT UNFAIR COMPETITION, EDUCATE CONGRESS AND OTHERS,
AND HELP AGENCIES AUGMENT THEIR COOPERATI EFFORTS TOWARD SMALL
BUSINESSES. RESPONDENTS ARE PARTICIPATING JWOD AGENCIES.
On behalf of this Federal agency, I certify that
