UNDER SECTION 12(A) OF THE RRA, THE
RAILROAD RETIREMENT BOARD (RRB) IS AUTHORIZED TO SELECT, MAKE
PAYMENTS TO, AND CONDUCT TRANSACTIONS WITH AN ANNUITANT'S RELATIVE
OR SOME OTHER PERSON WILLING TO ACT ON BEHALF OF THE ANNUITANT AS A
REPRESENTATIVE PAYEE. THE COLLECTION OBTAINS INFORMATION NEEDED TO
DETERMINE IF A REPRESENTATIVE IS HANDLING BENEFI PAYMENTS IN THE
BEST INTERESTS OF THE ANNUITANT.
