With reservation, OMB approves the NEHIS "dress rehearsal" through 3/4/94 under the following conditions: 1) PHS promptly consults with Bureau of the Census staff regarding the possibility of using Census data to "scrub" the Dun and Bradstreet sampling frame for erroneous establishment classifications and establishments recently out of busi- ness. In addition, PHS should pursue other cooperation with Census to improve the quality of the data. OMB is concerned that PHS' selected sampling frame may be outdated and may not reflect establishments that recently have gone out of business or new small businesses. These data gaps would have a detrimental impact on PHS' sampling methodology e.g. its coverage and stratification. Census data may address some of these limitations; 2) consistent with Health Care Reform consideration PHS amends the establishment size breaks to be 25-99, 100-249, 250-499 500-999, 1,000-4,999, and 5,000 +; 3) PHS submits a follow-up analysis to OMB of the item nonresponse ( accounting for the instrument's skip patterns) in the RWJF project; 4) PHS and its contractor track the number and characteristics of attempted but not completed intervie in the "dress rehearsal" and submit this analysis to OMB; and 5) in th "dress rehearsal" PHS evaluates the viability of using CATI to adminis ter such a lengthy, complicated survey. Lastly, OMB will carefully evaluate PHS' response to each of the above issues (1-5) before acti on the final NEHIS submission for OMB review.
