Terms of Clearance: Approved as amended by ED's 11/29/93 memorandum to OMB. ED has agreed to present the findings from these focus groups as findings from four specific cities, rather than four regions of the country, to avoid implying that the findings represent the Nation as a whole. ED has al agreed to provide OMB with a copy of the final protocols prior to the convening of the first focus group session. Any revisions to the protocols or procedures based on the field test will be provided for OMB review prior to implementation. Last, this emergency approval is granted for the ninety-day period specified for such actions under the PRA implementing regulations.

Abstract: THE CONFERENCE REPORT TO THE OMNIBUS BUDGET RECONCILIATION ACT OF 1993 INCLUDES A REQUIREMENT THAT THE SECRETARIES OF EDUCATION AND TREASURY JOINTLY DEVELOP A PLAN FOR THE INVOLVEMENT OF THE INTERNAL REVENUE SERVICE IN THE COLLECTION OF STUDENT LOANS. IN ORDER TO OBTAIN VIEWS FROM STUDENTS, BORROWERS, AND FINANCIAL AID ADVISORS REGARDING IRS INVOLVEMENT IN STUDENT LOANS, ED WILL CONDUCT FOCUS GROUPS.
