Abstract: TITLE XI OF THE ENERGY POLICY ACT AMENDS THE ATOMIC ENERGY ACT OF 1954 TO CREATE A FUND TO BE USED FOR DECOMMISSIONING AND DECONTAMINATION OF THE DEPARTMENT OF ENERGY'S GASEOUS DIFFUSION URANIUM ENRICHMENT FACILITIES. THE NEW FUND WILL BE FINANCED IN PART THROUGH SPECIAL ASSESSMENTS COLLECTED FROM DOMESTIC UTILITIES. PUBLIC UTILITIES WILL RECOVER THROUGH JURISDICTIONAL RATES THE COSTS LEVIED AGAINST THEM DUE
