Abstract: SECTION 76.503 REQUIRES CABLE OPERATORS REACHING 20 PERCENT OR MORE OF CABLE HOMES PASSED TO CERTIFY, PRIOR TO ACQUISITION OF A CABLE SYSTEM, THAT SUCH ACQUISITION WILL NOT RESULT IN A VIOLATION OF THE HORIZONTAL OWNERSHIP LIMITS. THE DATA IS USED BY FCC STAFF TO ENSURE THAT CABLE SYSTEM CANNOT EXERT UNDUE MARKET POWER ON DIVERSITY OF PROGRAMMING SERVICES.
