SECTION 101B(A)(5)(B) OF THE
AGRICULTURAL ACT OF 1949 PROVIDES THAT THE SECRETARY SHALL
PRESCRIBE BY REGULATION A FORMULA TO DEFINE THE PREVAILING WORLD
MARKET PRICE FOR RICE. THIS CALCULATION, IN PART, IS ACHIEVED FROM
CONSIDERING COSTS RELATING TO MILLING AND EXPORTING RICE. AN ANNUAL
SURVEY OF SUCH COSTS FROM U.S. RICE MILLS IS RECOMMENDED BY OIG IN
ORDER TO ENSURE THAT THE FORMULA USED TO COMPUTE
