This information
is approved until 3-96 under the following condition: This
submission is duplicative of the recent GAO 1993 Survey of Drop Out
Schools. OMB recognizes, however that FNS has a legislative manda
to "determine the reasons why schools choose not to participate in
the National School Lunch Program." OMB therefore recommends that
FNS use the available database from the GAO effort to conduct their
analyses to meet the legislative mandate and signficantly reduce
the the cost of this survey which is presently estimated at over
$360,000.

THE PRIMARY GOAL OF THIS STUDY IS TO
INCREASE FNS' UNDERSTANDING OF THE REASONS FOR IMPACT OF SCHOOLS
DROPPING OUT OF THE NATIONAL SCHOOL LUNCH PROGRAM. A SECONDARY GOAL
IS TO UPDATE AND EXPAND UPON THE GENERAL PROFILE OF TRADITIONAL
NON-PARTICIPANTS OF THE NATIONAL SCHOOL LUNCH PROGRAM.
