We have approved
the Department of Labor's request for generic approva of customer
surveys conducted by its subagencies, consistent with guidance that
OMB Director Panetta issued on September 29, 1993. The following
conditions of approval apply: 1) This generic clearance doe not
apply to any survey of regulated entities when the subject of such
collection is the enforcement, effect, impact, or adjudication of
existing or planned regulations. This clearance does apply to any
customer survey that focuses on a service provided by a regulatory
agency when such services are freely solicited by regulated
entities. Such services would include: training courses, handbooks,
or technical assistance provided on request or for a fee by a
regulatory agency. OMB will quickly review any specific information
collection activities that are outside the scope of this generic
approval. 2) We recommend that DOL seek the views of the Bureau of
Labor Statistics on each customer survey prior to use. This will
prevent duplication of information that BLS already collects, and
will enhance the statistica quality and reliability of information
gathered.

WITH THE REQUIREMENTS OF EXECUTIVE ORDER 12862, SETTING CUSTOMER
SERVICE STANDARDS.
