Abstract: GASOLINE REFINING AND DISTRIBUTING ENTITIES REGULATED TO ASSURE COMPLIANCE WITH STANDARDS, CREDITS, AVERAGING, AND TRADING PROVISIONS AS PROVIDED BY THE ACT. RECORDKEEPING AND REPORTING IS NECESSARY FOR EPA TO TRACK COMPLIANCE AND FOR REGULATED ENTITIES TO TRACK THEIR OWN COMPLIANCE AND TO ADD PROPER OXYGENATES, ETC. ALL SIGNIFICANT HOURS A FOR LARGE ENTITIES (E.G., REFINERS, TERMINALS).
