LEGAL PRIOR TO THE ACTUAL DELIVERY OF THE HANDGUN. IT BECOMES PART
OF THE DEALER'S RECORDS AND IS USED BY LAW ENFORCEMENT IN
INVESTIGATIONS/INSPECTIONS TO TRACT FIREARMS OR TO CONFIRM CRIMINAL
