collection request is not approved at this time. Provisions in the
Third Party Servicers NPRM that underlies this reque may duplicate
provisions for collecting and maintaining information in related
NPRMs governing State Postsecondary Review Entities and accrediting
agencies. In addition, if schools report to duplicative collection
systems that are not consistent with one another, their burden in
complying with information collection requirements may not b
minimized. -- ED has received significant public comment on issues
of duplicative reporting and retention requirements, along with
substantive proposals for alternative approaches. The information
collection provisions in final regulations will address these
comments and concerns in ways tha may substantially change the
requirements proposed by the NPRM. -- The currently approved
information collection provisions in these regulations remain in
effect through 11/30/96, as per OMB's action of 12/22/93.

THESE REGULATIONS ARE NEEDED TO
IMPLEMENT PROVISIONS IN THE HIGHER EDUCATION ACT OF 1965, AS
AMENDED (HEA), AS AMENDED BY THE HIGHER EDUCATION AMENDMENTS OF
1992 (PUB. L. 102-325), WHICH GIVES THE SECRETARY THE AUTHORITY TO
REGULATE THIRD-PARTY SERVICERS CONTRACTING WITH INSTITUTIONS,
LENDERS, AND GUARANTY AGENCIES.
On behalf of this Federal agency, I certify that
