Abstract: HUD IS REQUIRED BY LAW TO REPORT TO CONGRESS ON THE EFFECTIVENESS OF CDBG FUNDS IN PROMOTING DEVELOPMENT OF MICROENTERPRISES. CURRENT INFORMATION REGARDING ACTUAL EXPERIENCES OF COMMUNITY AND ECONOMIC DEVELOPMENT PRACTITIONERS IS NEEDED TO ENSURE A MORE ACCURATE APPRAISA OF MICROENTERPRISE ACTIVITIES.
