In accordance
with the Paperwork Reduction Act and 5 CFR 1320, this information
collection request is approved for use through June 1995. Under
this clearance, the agency is to provide OMB with a narrative
explanation of why this information collection request was not
coordinated with the rule, in violation of the Paperwork Reduction
Act Specifically, the agency must answer these questions: (1) Why
wasn't the ICR submitted with the proposed rule? (2) Why was the
information collection request not submitted to OMB until the day
before the final rule was to be published, on March 22, 1994? (3)
Why does the final rule state that the information collection had
been submitted to OMB a time of publication, when it was not? Under
this clearance, the agency must also submit to OMB a sample form of
the information collection request and explain why it was not
included with the original submission. In resubmitting this
information collection request, the agency must identify (1)
specific burden reductions, (2) uses in information from other
sources, and (3) consolidation of collection methods.
