EXECUTIVE ORDER 12564 CERTIFIED THE
NEED FOR AND IMPLEMENTATION OF A DRUG TESTING PROGRAM FOR EMPLOYEES
OF EXECUTIVE AGENCIES TO ASSURE A DRUG-FREE WORKPLACE. THESE
GUIDELINES PROMULGATE STANDARDS FOR THE CERTIFICATION OF
LABORATORIES TO CONDUCT URINE DRUG TESTING AND ESTABLISH SCIENTIFIC
AND TECHNICAL GUIDELINES FOR DRUG TESTING PROGRAM TO ASSURE
COMPLIANCE WITH THE INTENT OF THE EXECUTIVE ORDER.
