SPENT ON TRAINING, IT IS NECESSAR TO COLLECT COST DATA. IN
ADDITION, IN ORDER TO CONTAIN OR LOWER COSTS THE AGENCY NEEDS A
BETTER METHOD TO EVALUATE PROPOSALS FOR TRAINING.
